DH-1200 Load control functionality
The Distribution System Operator (DSO) maintains accounting‑point‑specific information on load controllability, meaning whether the accounting point meets the technical requirements for market‑based load control service. These requirements are described in more detail in the Mittausasetus (767/2021) and in the government proposal for the amendment of the Sähkömarkkinalaki (HE 197/2024). Load controllability (any information other than “not controllable”) may only be reported for a consumption accounting point. In the first phase, the load controllability information concerns the entire accounting point, and load control requests target an individual relay at the accounting point (see load control principles in section DH-1220 Load control requests).
Load control service provider
If the accounting point meets the technical requirements for market‑based load control, the customer of the accounting point may enter into an agreement on load control service (load control agreement) with a load control service provider (a new market role). If a supplier or a third party offers load control services, they must act in the role of a load control service provider. A party acting as a load control service provider must have a separate GLN identifier.
Load control agreement and authorization
Load control agreements are not maintained in Datahub. Instead, based on the agreement, an authorization between the load control service provider and the customer is submitted to Datahub. A new authorization type AP09 is implemented for load control authorizations. The load control service provider, together with the end customer, must ensure that the validity of the authorization submitted to Datahub corresponds to the load control agreement between the provider and the end customer. The customer may create the authorization via the Authorization Service offered by Datahub, or the load control service provider may create an authorization request according to the agreement made with the customer, which the customer approves through the Authorization Service. Datahub notifies the authorized party as well as the DSO of the created load control authorization. The handling of authorizations in Datahub is described in more detail in the section DH-800 End customer authorizations. Based on the authorizations, Datahub maintains information on market‑based load control at the accounting point, and the DSO is notified of the start and end of load control at the accounting point.
Requirements for load control authorization
The accounting point must meet the technical requirements for market‑based load control and only one load control authorization may be valid at an accounting point at a time. In addition, the authorizing customer must have a valid sales and (confirmed) grid agreement on the reported accounting point for the entire authorization period. In some cases, the sales and grid agreements are in the names of different people, which prevents Datahub from verifying the consistency of the agreements. In that case, the authorization cannot be created without modying the agreements.
Normally (e.g., in the case of a new load control authorization), the start time of the authorization is at the earliest the beginning of the next day, or at most 90 days in the future. However, an authorization may exceptionally be restored retroactively due to another process (e.g., agreement cancellation), in which case the start of the authorization may be at the beginning of the current day or earlier.
Confirmation of load control
The DSO notifies the service provider of the completion of a received load control request through the event DH-1231. The confirmation is generated once the request has been successfully transferred to the metering system or to the meter at the accounting point, or when it is clear that the request cannot be processed. The content of the confirmation is forwarded to the load control service provider who made the original request. The confirmation is always a response to a load control request previously submitted by the load control service provider.
Load control requests
The authorized load control service provider sends load control requests to Datahub for the accounting point covered by the authorization, and Datahub forwards the requests to the DSO. Load control requests are forwarded within Datahub to a dedicated message queue for the DSO to retrieve. Notifications to the DSO regarding load control authorizations and load control at the accounting point are forwarded to the same queue.
Viewing information related to load control functionality
The Datahub user interface allows the DSO to view the load control authorizations related to an accounting point. The DSO is shown the accounting point’s load control authorizations, their validity periods (start time and end time), and the authorized service providers. Current, future, and past authorizations (including any that may have been cancelled) are displayed.
Suppliers, third parties, and load control service providers can check the controllability information of an accounting point via the Datahub user interface.
The end customer can see information on the load controllability of their accounting point in Datahub’s End‑customer Portal, and information on their authorizations in the Authorization Service. Datahub does not provide the end customer with the ability to view load control requests related to their accounting point.
