General elements

This chapter describes rules generally applicable to messages and events. The rules are applicable to all event descriptions presented below, unless otherwise stated in an individual description.

Administrators of IDs and code lists

The following administrators of IDs and code lists are used in messages and events:

ID administrators:

  • EIC, schemeAgencyIdentifer = 305

  • GS1, schemeAgencyIdentifer = 9

  • ebiX and national ID, schemeAgencyIdentifier = 260

Code list administrators:

  • UN/CEFACT, listAgencyIdentifer = 6

  • ISO, listAgencyIdentifer = 5

  • ebIX, listAgencyIdentifer = 260.

  • National code, listAgencyIdentifer = NFI

The note column on the Message type descriptions pages always lists the administrator of the ID whose code should be used. In the example below, a GS1 system code is expected as value for the information field.

Parties and metering grid areas

GLN codes of the GS1 system are used for party IDs. EIC Y-codes are used for metering grid area IDs.

Accounting point identifications

GSRN codes of the GS1 system are used for accounting point IDs.

Timestamps and time periods

All timestamps are presented in UTC (Coordinated Universal Time), and in XML format YYYY-MM-DDTHH:MM:SS+00:00 or YYYY-MM-DDTHH:MM:SSZ.

Default validity periods (start time and end time) are set at the end of 24-hour periods (official Finnish time). In metering data, timestamps are set to full hours. Message creation times (and other corresponding technical event times) are set with a second as their level of accuracy.

The times for the ending of validity periods (e.g., the end date of an agreement) are set to the very end of the period. For example, if the last date of validity of an agreement is 31 December 2015, the moment of ending is 2015-12-31T22:00:00+00:00 (according to official Finnish time 01.01.2016 00:00).

Some time limits in this document are specified as a number of years. In Datahub a year stands for 365 days.

Value units

IDs based on the SI system are used as unit codes for values, e.g. kW, MW, kWh, MWh, kvar, Mvar, kvarh, Mvarh.

Message IDs

UUID IDs (Universally Unique Identifiers) are used as message IDs.
